Call for Tender: Create South East Evaluation RFQ Brief

The Create South East Steering group are seeking an evaluator to assess the impact and legacy of the Create South East Programme.

Create South-East is one of six national programmes funded by the DCMS Create Growth Programme. Applying to the Create Growth Programme – GOV.UK. It is a 3-year programme with a budget of £ 1.275 million, already underway and due to finish in March 2025. It is built on the learning from the Creative Scale Up Pilot – evaluation available on request. The Create South East programme is aimed at growth-orientated creative businesses ready to scale. It delivers a business support programme to aid participants grow their businesses and access growth finance, including equity. The target output is to support 100 businesses. Alongside this, an investor programme is being delivered nationally across all six regions by UKRI KTN and a grants programme is being managed by UKRI. Create Growth Programme – Innovate UK KTN.

The Create South-East partnership was initially formed by the South East Creative Economy Network (SECEN) SouthEast Creative Economy Network – The South-East Local Enterprise Partnership (southeastlep.com) and joined by partners at West Sussex County Council and Brighton and Hove City Council. The partnership is made up of local authorities, Higher Education and sector leaders Wired Sussex, Screen South, Angels@Essex and Creative UK. Kent County Council is the accountable body. Meetings are online.

The programme is being delivered in 6 cohorts of between 15 and 20 participants that started last month and is due to be completed by December 2024. The main delivery organisation is Creative UK, supported by the programmes sector leaders.

MARKETING MANAGER, PROGRAMMES

The Marketing Manager, Programmes role sits within our Customer Marketing Team. This role will take ownership of the marketing strategy for our growth programmes, shaping and leading the marketing campaigns to drive awareness, engagement and signups that will support meeting our programme objectives. Working with the programme managers you will take ownership of the marketing plans for this area of the business, shaping and leading marketing campaigns which promote and raise awareness across related products and our programme offer as a whole.

You will work in collaboration with the Brand Marketing Team to ensure brand consistency and have the opportunity to develop relationships with some of the most influential organisations and individuals working across the UK’s arts and creative sector.

LOCATION: Flexible hybrid working*, workspaces available in Central London, Manchester or Bristol *min 2 days per week working from office

SALARY: up to £35,000 dependent on experience + 5% pension + benefits

CONTRACT: Full-time, Permanent

OPERATIONS & PERSONAL ASSISTANT, LONDON

We currently have 3 busy office bases across London, Manchester and Bristol and have an opportunity in central London for someone who is looking to develop their experience in operations. The ideal candidate will be extremely organised with strong administrative skills and attention to detail. You must be capable of using your own initiative to complete tasks efficiently, be a team worker, and be flexible and effective in dealing with last-minute requests.

You will be proactive, always thinking ahead and not shy away from multi-tasking and using your own initiative to troubleshoot and get things done. This new role will support the leadership team with continuous business improvement ensuring that the operations function adds value and champions smart ways of working.

We’re looking for someone who is adaptable, a problem solver and readiness to just roll up your sleeves and get stuck in. ​This is an ideal opportunity for those with a background in operations support, a friendly and confident disposition with an interest in the creative sector. STARTING SALARY: £25,000 FTE + benefits

HEAD OF POLICY & PUBLIC AFFAIRS

We are looking for an experienced professional with an extremely strong public affairs, policy and research background – who is imaginative, innovative and bold, who can communicate complex ideas accurately, succinctly and clearly, and who can be persuasive. We have been able to grow an authentic voice which represents, promotes, and enhances the interests of the UK’s world-leading creative sector through high-profile public campaigning and representations to the UK Government and a wide range of national and regional governmental bodies on policy solutions. This is made possible through convening, mobilising, and partnering with an influential and diverse mix of creative organisations, creators, education providers, trade bodies and unions that make up our membership. The role is responsible for ensuring Creative UK effectively uses policy and advocacy in the UK to support its mission.

This is an exciting opportunity for an experienced professional and leader who is enthusiastic, dynamic and looking to make a real difference to the cultural and creative industries across the UK. Our new Head of Policy & Public Affairs will join a fast-paced and agile team within the Policy & Engagement Directorate, developing a high-performing policy and public affairs function, establishing policy positions, delivering flagship policy-driven campaigns and effective stakeholder engagement to further the reach and impact of Creative UK. You will work with Creative UK’s membership, the Chief Executive, the Director of Policy & Engagement, colleagues across Creative UK and wider stakeholders to secure policy changes on behalf of the UK’s cultural and creative industries.

The ideal successful candidate has a strong track record as a senior policy and public affairs practitioner with measurable evidence of positively influencing change in UK Government policy, ideally across the cultural and creative industries. You will have an established network, strong communications skills and the ability to take the lead in managing complex issues and external relationships. This postholder will lead the design of effective policy solutions with and for Creative UK’s membership across a range of cross-cutting areas. This includes building and coordinating a framework for influencing and campaigning across diverse UK audiences, as well as providing briefings and support across Creative UK’s working structures including the membership, UK Council, Director of Policy & Engagement and the Chief Executive.

You will need to have the credibility and the gravitas to engage confidently with senior leaders and the intellectual curiosity to cultivate all that Creative UK has to offer in order to engineer the design and landing of policy solutions which matter for the creative economy at large. You will have confidence around the building and use of evidence to make the case for change, the passion to consistently engage across diverse stakeholders to design rigorous policy solutions, a strong understanding of the workings of Whitehall and Westminster and a clear and persuasive written and verbal style.

This role provides a unique opportunity to work directly with policymakers, politicians, individuals, and organisations from across the UK’s cultural and creative industries, from advertising, architecture, museums, galleries, fashion, film, TV, craft, heritage, publishing, visual arts, performing arts and video games, and others; you’ll be a real game-changer helping to lead a movement for positive change.

HEAD OF COMMUNICATIONS

We have a new opportunity offering one of THE most exciting communications roles in the UK Creative Industries. This role will join our growing organisation, working closely with experts across Marketing, Communications, Policy and Public Affairs, to drive our mission of championing and representing the UK’s world-leading cultural and Creative Industries. This role is central to building a movement for change which successfully influences public policy and drives social change. As part of this, you will immerse yourself in understanding UK Government policy relating to the cultural and Creative Industries, as well as broader current and future social and economic trends. You will ensure Creative UK lands potent, incisive messaging with the media and political stakeholders, working to increase the profile of the sector, and of Creative UK, in order to facilitate policy change, grow our engagement with companies and individuals working in the Creative Industries and enable partnership development.

As our Head of Communications, you will set the tone for Creative UK’s public profile, driving media engagement to ensure that the issues – and solutions – that matter to our community are consistently visible through coverage which achieves maximum impact and positive sentiment across all channels – traditional and digital media, social media, our diverse creative community, partners, agencies, and stakeholders in Westminster and Whitehall.

You act as a strong, credible advocate, building constructive relationships and communicating effectively with stakeholders from a variety of backgrounds and experiences,  crafting key messaging for political, regulatory and industry stakeholders, that ensures mission and impact are clearly understood.

You have the knowledge, confidence, and skill to influence and advise stakeholders at all levels. You are a seasoned professional, well connected with an existing network of press and media contacts, and have a strong knowledge of the UK Government and the political landscape affecting the cultural and creative industries. This is your opportunity to play an instrumental role in positioning Creative UK through convening and working with key players, experts, and officials across the cultural and creative industries.

CONTRACT: Freelance part-time, up to 10 days per month, business hours, 3-month engagement

Core Services

  • Managing the delivery and success of our public affairs strategy
  • Monitor and provide reports on industry developments, policy positions and consultations impacting on the creative industries
  • Convening and managing communications across industry bodies, Creative UK member working groups and relevant figures in UK Government and Parliament
  • Preparing submissions and responses to relevant cross-sector, Parliamentary and UK Government consultations and inquiries
  • Consulting with Creative UK members, committees and working groups to manage, develop and promote policy issues in line with strategic objectives
  • Liaising with key stakeholders and maintaining a log of correspondence and meetings
  • Working with colleagues to organise events for campaigns, publications and initiatives

Required Experience, Knowledge and Skills

  • Experience working in politics, policy issues and current affairs with existing contacts in the field
  • Excellent research and communication skills; an ability to deal with people at all levels
  • Ability to assimilate, analyse and summarise written material quickly
